The California governor recently allowed the counties to reopen. This was probably because of a combination of hospitals seeing fewer patients and lawsuits against the state's tight shutdown. Anyway, maybe things will stay open for good now, maybe not. Sonoma and Napa Counties are both reopening now.
This is the partial reopening as we've had before meaning wine tastings and restaurants can be open outdoors only. Breweries, bars, and distilleries can open outdoors only if food is also served. It would be great if breweries and distilleries could do tastings only without food service, but that's not part of the deal.
For wine tastings and dinner you should call ahead or make an online reservation. Masks are required except when seated and engaged in drinking or eating. Weather will be a factor in enjoying your experience so I'd suggest you ask about covered seating and heaters. Or just wait for warmer weather which isn't too far off.
